We urge faith leaders across New York State to submit a brief memo ( template below) in support of the Champerty Bill (A643A/S1477) as soon as possible.
This legislation closes a loophole in New York law that allows predatory investors—often called “vulture funds”—to profit by suing debt-distressed countries instead of participating in fair debt restructuring. At a time when nearly 70 countries are facing or at risk of debt crisis, and billions of people live in nations forced to spend more on debt payments than on health or education, this loophole enables practices that deepen global poverty and inequality.
Our faith traditions call us to uphold justice, protect human dignity, and stand with the poor and vulnerable. When scarce public resources in struggling countries are diverted into costly legal battles and excessive payouts, the human consequences are profound—impacting children, families, and entire communities who are denied access to basic needs like healthcare, education, and climate resilience.
Time is of the essence! The bill is approaching a key vote in the Judiciary Committee, and lawmakers need to hear from faith leaders now. Your memo can make a critical difference in demonstrating broad moral support for this legislation.
Templates are available to assist you, and submissions will be shared with key Assembly members:
