Dear Governor Hochul,
I am writing to urge you to sign the Omnibus Prison Reform Package before the anniversary of Robert Brooks’ murder on December 9th. This is a moment that should remind us all of the human cost of inaction. This is a humanitarian crisis that requires urgent action.
Robert Brooks was a father, a son, and a human being. His death at the hands of correction officers in 2024 exposed the deep and deadly culture of violence inside New York’s prisons. The convictions that followed are rare as accountability in our prisons almost never happens, but justice for Robert and for countless others like Messiah Nantwi can come through meaningful reform.
The Omnibus Prison Reform Package is not radical. It’s common-sense legislation and a first step toward accountability, transparency, and humanity in our correctional system. It would require fixed camera coverage, timely notice of death to families, expanded and diverse oversight. These are measures that should already be the standard in a system that claims to serve justice.
Governor Hochul, you have the power to make New York a leader in ending prison violence. By enacting this package before the anniversary of Robert Brooks’ murder, you will send a clear message: that New York values life, accountability, and the safety of everyone including those behind prison walls — staff and the incarcerated alike.
Please, do not delay. Our humanity demands it.
